In June 2000 at Manu Ariki Marae, the Alcohol Advisory Council of New Zealand (ALAC) facilitated a national Maori Alcohol and Drug Summit for Maori providers and workers (kaimahi) involved in the treatment of Maori with substance abuse issues. One of the main issues discussed was the need for a consistent competency framework, based on Maori cultural concepts that could be used as both a workforce development tool and as a tool to assess levels of competency in those delivering kaupapa based treatment interventions and services. It was agreed that such a framework would need to be flexible enough to accommodate existing Maori models of treatment practice. Following the Summit ALAC and kaimahi from around the country continued to hui and Te Piringatahi – He Tohu Wairua was created. Te Piringatahi provides a basis for workforce development and a framework from which to consider the formulation of practical competencies. ALAC Occasional Paper No.19.
