Regulatory bodies
There are several agencies involved in regulating the Sale of Liquor Act 1989:

District Licensing Agencies (DLAs, located within the territorial local authority; these agencies appoint a District Licensing Inspector)

Health authorities (under local Medical Officer of Health within the local Public Health Service)

The Police (specifically the local alcohol harm reduction officer)

The Fire Service (Fire Safety Officers are concerned with evacuation plans and general fire safety issues such as a venue's maximum occupancy).
The Police and the District Licensing Inspector are required to investigate and report on all licence applications for new and renewal licences. The Medical Officer of Health reports on any on-licence and club liquor licence new and renewal licence application.
DLAs, health authorities, the Fire Service and the Police also have an important role in monitoring licensed premises to ensure they operate within the law and with regard to public safety.
The Police and an Inspector can also apply to have a licence suspended, varied, or cancelled if they have evidence that the licence is not being operated according to its conditions or within the provisions of the Act. The Medical Officer of Health or the Fire Service may apply for a suspension of on-licence or club licences where they have evidence of non-compliance with public health or fire precaution requirements.
If you are concerned about the operation of licensed premises in your area (e.g. they are selling alcohol to under 18s or there are intoxicated patrons) contact the Police or the District Licensing Inspector and tell them about your concerns.
